Description:
This three-piece uniform is a Women Accepted for Volunteer Emergency Serice (WAVES) winter uniform from the United States Naval Reserve of the United States Armed Forces. It was worn by Anne M. Kleiner in 1942 to 1946 while serving during World War II. 

The uniform is made of navy blue fabric and is comprised of three pieces that include a wool overcoat, a cotton blouse, and a cotton skirt. The overcoat has stripes and a star on the sleeve cuffs that represent Lieutenant ranking. 

The overcoat of this uniform has the ranking of a Lieutenant as can be seen on the sleeve cuffs however there is an interior label that states that Anne Kleiner was an Ensign in 1943. This implies that the overcoat was worn throughout her entire service and the ranking on the sleeves was changed as she was promoted. The skirt is dated 1945 and lists Kleiner as a Lieutenant Junior. 

This uniform is also accompanied by jacket number 131164 that is currently on display at the Grand Rapids Public Museum.

The Women Accepted for Volunteer Emergency Service, also known as WAVES, was established in 1942 by the U.S. Congress. It was the women's branch of the United States Naval Reserve during World War II. Once created by Congress, the U.S. Navy was allowed to accept women into the Naval Reserve as commissioned officers and enlisted members for the duration of the war. This law paved the way for Public Law 689, which allowed women to serve in the Navy. The creation of the WAVES allowed men to work sea duty while the women replaced them in short establishments. They served at 900 shore stations in the United States and worked in a variety of fields such as administrative, medical, and engineering.
