Brown pipe stem. Tied to the stem is a nicely-braided blue and yellow rope which has two blue and yellow tassels.;The pipe stem would fit into a huka or other smoking device; the quality of the work is such that it probably was shared with guests. Finally, the object is possibly from the Middle East, or was exported from India to the Middle East.
